Is it safe to use VPN?Officially Microsoft allows you to use VPN in case you don’t manipulate to a region price trying to get the price benefits. Story about Argentina and Turkey is well known worldwide.
Regional price?Technically it’s possible. Not all the regions are blocked. But there’s no guarantee that tomorrow they wouldn’t start to ban India accounts for example. There’s also no a guarantee that for frequent changing region follow some restrictions or bans. You set USA region once and job’s done.
Sales?In sale time I will change price. Thank to this you can buy a game for a better price. Some games have 85-90% off in sales.
Refund?Technically while some time you’re able to do refund on your Microsoft account and money back to you. But you can’t retrieve this money out. At least you lose %. Thus refund for this goods is impossible in case you changed your mind to buy one after the deal.

I guarantee that in case you do the payment then you get a game no matter what problems might be faced with Xbox rules and etc. The only exception if you do payment for a sale price after the sale ended. In this case it’s gonna be a refund with ~20% hold which keep a payment system.
If you worry about login and password so after the deal you may change them. But don’t worry. I don’t use auto forms at all. Theoretically even if someone crack my PC (which isn’t possible because I use only licenses) then there’s nowhere to get your login and password.
