The offline map creator is a tool that helps you obtain offline tile images from various map sources (a list of examples can be found here).

Once downloaded, offline maps can be viewed in several ways:

You can display the downloaded offline map through the offline map browser and zoom in or out on the offline map.
Print the offline map in BMP, JPG, TIFF, PNG, SGI, ECW, IMG, RST, PNM, PDF, MBtiles, GPKG, WEBP, SQLITE, MRF, HDF, netCDF formats.
Generate an xxx.map file for OziExplorer.
Generate a KMZ file for Garmin, etc.
For some map types, you can create html files for leaflet/openlayers/googleapi with the name xxx.html. You can open these html files with IE/FireFox/Chrome or build an internet map server with them. If you copy all images and HTML files to a mobile device with Android or Windows Pad, you can view offline maps on them.
You can even export all tiles to a sqlite database in MBtiles format, and then use the sqlite db in some Android or iOS applications, such as MapBox, RMaps, Locus Map, Oruxmaps, etc.
After creating the mbtiles file, you can view the mbtiles file using the MBTiles Viewer browser.
